At the bottom of the path, turn left and cross the road (more difficult than it sounds - when the traffic is clear in one direction, it always seems to have started coming from the other.
At the end of the layby nearest to the path you just descended is a gap in the hedge to a path which runs parallel to the road. Follow this path along, and turn right at the end. At the end is a water tap / trough type thing, just in case you need to stock up on your water supply (I personally avoid the water from here though).
Head towards the bridge. I've not personally managed to ride *up* the steps yet, but it's good fun riding down ; ) This is a view from the bridge, looking North up the river. To the left of the river, is the path that you ride up.
